POE not working on GeeekPi P33 M.2 NVME M-Key PoE+ Hat (EP-0241)

    I just got a GeeekPi P33 M.2 NVME M-Key PoE+ Hat. I haven't tried the NVME yet, but I can't get the POE to work. Connected to a Unifi US 48 PoE 500W switch. The Pi 5 will look like it's coming on then reboot repeatedly. 

    I've edited the eeprom per the suggestion here https://wiki.52pi.com/index.php?title=EP-0241#Prepare_for_the_PoE_hat but there was no difference.

    Did I get a bad HAT?
